Procurement operating model: how to design one that fits your organisation

The components of a procurement operating model, the choice between centralised, decentralised and hybrid structures, and how to put one in place.

A procurement operating model describes how the function delivers value: what it does, who does it, the rules it follows, the processes it runs and the tools and data it relies on. Organisations with a clear model get faster decisions, consistent controls and a function the business knows how to use.

The six components

Strategy and value. What procurement is for, the targets agreed with finance and the priorities for the next three years.

Structure and roles. Where procurement sits, how category, operations and supplier management roles divide and how they partner with the business.

Governance and policy. Policies, delegation of authority, thresholds and the controls that protect the organisation.

Processes. The end-to-end flow from demand and planning through sourcing, contracting, onboarding, supplier management and purchase to pay.

Technology and data. The systems that support those processes and the spend, contract and supplier data that feed reporting.

People and capability. Skills, development and performance measures for the team.

Centralised, decentralised or hybrid

| Model | Strengths | Watch-outs | |---|---|---| | Centralised | Leverage, consistency, strong control | Distance from business units, slower local decisions | | Decentralised | Speed, local knowledge | Duplicate suppliers, weaker leverage and data | | Hybrid (centre-led) | Central strategy and policy with local execution | Needs clear decision rights and a RACI |

Most mid-sized and large organisations settle on a centre-led hybrid. The deciding factors are how similar the business units' spend is, the regulatory exposure and the size of the team.

Putting the model in place

Start with a diagnostic: spend baseline, contract coverage, PO compliance, team cost and current maturity. Set targets with the CFO. Then define the processes and decision rights, publish the policies and launch a service catalogue so the business knows what procurement offers and how quickly. Measure adoption from the first quarter.
